Importing garments from a Bangladesh factory into the Netherlands
If you run a Dutch clothing brand and are weighing a Bangladesh factory, the practical questions are rarely about the sewing. They are about what happens at the border and after it: duty, import VAT, the label, and the textile producer rules that apply once your garments are on the Dutch market. This page covers those points from official sources and says plainly where we could not confirm something. Plummy Venture is a garment factory in Siddhirganj, Narayanganj, Bangladesh. We have no Dutch office or factory, and nothing here is legal or tax advice. Check your own position with a customs broker or the Belastingdienst.
What the importer deals with in the Netherlands
| Topic | What the official sources say | Who acts |
|---|---|---|
| Customs duty | Least developed countries get duty-free, quota-free access to the EU for everything except arms under Everything But Arms (EBA). The Commission says this applies automatically | Importer claims it with a valid proof of origin |
| Proof of origin | A statement on origin made by an exporter registered in the REX system. An unregistered exporter may make one only for consignments up to 6,000 euros. Keep records for at least three years | Factory makes the statement. Importer keeps the copy |
| Import VAT | The standard Dutch rate is 21%. With an article 23 permit, import VAT is declared in your periodic VAT return instead of being paid at the border | Importer, or its fiscal representative |
| Product safety | The EU General Product Safety Regulation requires an EU-established responsible operator. Where the manufacturer is outside the EU, that is normally the importer or a mandated representative | Importer |
| Label | Clothing with at least 80% textile fibre needs a label showing fibre composition, with the information in Dutch for the Dutch market | Brand or importer, with factory labelling to your spec |
| Textile producer rules | UPV Textiel applies to anyone placing new clothing on the Dutch market for the first time, which includes importers | Importer, directly or through a producer organisation |

Duty and origin
Bangladesh is a least developed country, so EBA covers its garments today. Duty-free entry depends on the garment qualifying as originating, which for garments is a question of where the making-up happens and where the fabric comes from. We set the rule out side by side for the EU and UK in our guide to rules of origin for clothing made in Bangladesh, including what changed when the UN extended Bangladesh's graduation date to 2029.
The EU's GSP is also being renewed. Regulation (EU) 2026/1395 applies from 1 January 2027 for ten years and replaces the current regulation, which expires on 31 December 2026. The Commission pages we read do not say what the new regulation means for Bangladesh's EBA access, so treat anything stated about it as unconfirmed.
Import VAT and cash flow
Import VAT at 21% is due on the goods when they enter the Netherlands. An article 23 permit changes when you account for it: it is declared and deducted in your VAT return, so you do not pre-finance it at the border. The Belastingdienst page we read is written for non-Dutch businesses, which must use a fiscal representative. We did not confirm the criteria or processing time for a Dutch-established importer, so ask the Belastingdienst before planning cash flow around the permit.
Label, product safety and chemicals
For the Dutch market, the Dutch business portal says clothing with at least 80% textile fibre by weight needs a label with the fibre composition, and that the information must be in Dutch. The EU's Your Europe page says the label must be in the official language of the country where the product is sold. Give your factory the exact label text and placement in the tech pack, in Dutch, before sampling.
Under the General Product Safety Regulation, a product cannot be placed on the market without an EU-established responsible operator. When the maker is outside the EU, that is normally you as importer, or a representative you appoint in writing. The operator's name and address go on the product, packaging or accompanying document. We could not read the regulation text, so confirm the retention period and wording with the Commission guidance or your adviser.
On chemicals, the headline REACH restrictions that touch textiles include banned azo dyes and limits on carcinogenic, mutagenic and reproduction-toxic substances in clothing. Ask any factory how it tests colour and chemicals. Plummy Venture has an in-house SDL Atlas testing lab covering colour, shrinkage, fastness and strength. That is a physical and colour testing lab, not a chemical-restriction test, so for REACH limits you would use an accredited external laboratory.
UPV Textiel
UPV Textiel is the Dutch producer responsibility scheme for textile. The implementing government site says a producer is anyone placing new clothing or household textiles on the Dutch market for the first time, including Dutch importers. If you import our garments and sell them in the Netherlands, expect to count as a producer.
| Obligation | Detail from the implementing site |
|---|---|
| Notification | Notify Rijkswaterstaat six weeks after the rules apply to you, with the type and expected volume for the next 12 months |
| Annual report | File before 1 August, covering the previous year's volumes and recycling and reuse results |
| Take-back | Provide free year-round take-back, directly or through a producer organisation |
| Contributions | Members of a producer organisation pay a financial contribution. No amounts were published on the pages we read |
| Scope | Consumer clothing and workwear, plus table, bed and household linen. Headwear is listed as outside the scheme |
The scheme has applied since 1 July 2023 (the regulation). The government's pages disagree about when the next changes arrive, so check the current position with Rijkswaterstaat before you register.
Freight and the shipping term
We quote FOB Chittagong, and CIF on request. Under FOB, you or your forwarder arrange the sea freight and insurance from Chittagong. We found no official source that publishes Chittagong to Rotterdam transit times, so this page gives none. Ask your forwarder for the current sailing schedule and any rerouting, and plan the delivery date from that, not from a rule of thumb.
What is coming
The EU's revised Waste Framework Directive requires member states to set up textile producer responsibility schemes, with a transposition deadline of June 2027 and schemes in place by April 2028, and it covers producers established outside the EU. The Commission's digital product passport for textiles is a plan with an adoption date around the end of 2027, and the timeline may shift. Both come from Commission pages we saw only as search summaries, so treat the dates as indicative.

We make knitwear (tees, polos, hoodies, joggers, sweatshirts), activewear and headwear. To discuss a range, send your style list, fabric preferences and the quantities you are considering through the contact section. To compare factories first, see how to choose a clothing manufacturer.
The managing family previously built Plummy Fashions, a LEED Platinum knit factory, and Headgear, a Bangladeshi cap brand. That is leadership experience. It is not the client history of this legal entity.
